carburetor can indeed dewy, similar to the water bottle filled with cold water. This can happen because the capacity of gasoline storage tanks inside the carburetor excessively, thus creating cooler temperatures and reached the outside of the carburetor in the form of beads of dew.
The solution is to check or change the float needle size settings, do not be too high and not too low. Then the problem was finished. And good luck.
